I have one answer to your questions.
1. I have been granted LTR while I was oversea. I just went back to pay the fees and they gave me a 5 years stamp. because I dont need a entry or reentry visa, so they didnt really know that i was not in the country.
about your second question. I applied to citizenship as well. some people in this forum saying that the Irish Immigration will ask for some evidence that if you still live in the country before they proceed with your application such as recent bank statement. I guess I wont be getting the citizenship because i left the country already after I got the LTR and if they ask me for the up-to-date bank statements. I will not be able to supply to them. so I guess they will not give me the citizenship if I dont live in the country anymore.
