The Seat Belt Awareness Course is designed to educate and explain the importance of wearing a seat belt. The course is offered to drivers and passengers who have been caught not wearing their seat belt where there is no exemption. The course is an alternative to receiving a fixed penalty fine.

You’ll be asked to declare convictions that appear in your criminal record in the UK or overseas.
You do not need to declare any of the following:
convictions that do not need to be disclosed (‘spent convictions’)
warnings (‘cautions’)
alternatives to prosecution, for example speeding fines

TBH I have lost track with your PCN’s and FPN’s! You must declare the FPN’s especially the ones endorsed on your license) or any criminal convictions (non-custodial or custodial etc). If I was you, I would not bother with PCN’s. Choice is yours.
A PCN is a penalty for contravention of parking regulations. It can be paid, contested by appeal, or contested by defending a claim for payment under the small claims track of the county court. You won't get a criminal record or points on your licence.
