Tier 2 General process - In Country visa application date

Hi,

As part of Tier 2 General process for primary and dependent, wanted to check in the current scenario should we still need to travel to home country for visa stamping?
1. Heard that this can be done in country due to Covid until oct or Nov end.

2. Also do we need to have TB test done as we been in country for more than 1 year continuously.

Can anyone confirm on these please.

What is the person applying for tier 2 general visa status and the other applicants status??

The person is trying to move from Tier -2 General dependent to Tier-2 General primary as his current employer has agreed to sponsor.
