Earliest application date for ILR from Tier 2 General

Hi All. My Tier 2 (General) BRP card has an issue date of 04-Jan-2016/Expiry date 31-Jan-2021. The 1 month Entry clearance visa stamp was from 17-Jan-16 to 16-Feb-16. I entered the UK on 17-Jan-16. Could I confirm if I can submit the ILR application 28 days before 04-Jan-2021? Or should I calculate 28 days back from the first entry date? Many thanks for your advice.
