I found online, some said cannot, some said can.

Tier 2 (Intra-Company Transfer) issued under the Immigration Rules in place before 6 April 2010

This is the only case where you could get ILR based on ICT visa.

Oh, so if Tier 2 ICT issued before 6 April 2010, can apply ILR.

The new Tier 2 ICT or issued after 6 April 2010, CANNOT apply ILR

Yes. You must have continuously extended the ICT issued before April 2020. All these eligible candidates would have received ILR by around 2015 itself.

Anyone with ICT after 2010 regulations are not eligible for ILR even after 5 years. They will go back and serve cooling before reentering UK.

I presume there is a mistake in your writing, "....ICT issued before April 2020". Suppose to be "....ICT issued before April 2010".

So those Tier 2 ICT can only stay in UK for maximum 5 years, and then need back for cooling off period for 1 year, and apply again?
It seemed not very supportive.
