Need help regarding EUSS Family Permit

Hello,
Need urgent assistance regarding a EUSS Family Permit for one spouse and 3 children in Pakistan. Their father is a EEA Citizen with Pre-Settled Status. They done their biometrics on 5th October (spouse) & 7th October (2 children) at VFS Lahore. Receipt Acknowledged in Liverpool 8th Oct and 12th Oct. After just 7 days (19th Oct) received refusal email for 1 child (the refusal date inside the PDF is just 2 days after receipt in liverpool!!!) and passport received back 2 days after in Lahore. The reason was "You have not provided adequate evidence to show that you are dependent on a relevant EEA or Swiss citizen". He is 21 years old and we provided the mothers bank statements that she receives money from her husband (EEA Citizen), however they are not satisfied with that. The son is obviously dependent on the mother who he receives money from that is sent from the sponsor. They don;t believe that he is in receipt of that money. Now the problem is we have not received any answer back for other two applications, decision was made 3 days ago (22 October), didnt receive any refusal email, is that a good sign? What should we do when the two get accepted and this one is left behind, should we apply again, what should we add or do, hes a student and not working. Or should we appeal or is there some form of administrative review. I would be grateful for some help and some ideas in regards to the other two applications. Thanks

Dependency is not just about sending money or receiving same. You need to show the money sent is required to meet essential needs.

Ok so how can we prove this? He obviously lives with his mom and brother in the same house, is a student and has a bank accounts with savings in them.
