You have already done enough. Add a cover letter and explain the same. HO is not strict when it comes to referees in case of young children. I contacted my GP surgery, receptionist said we charge for doing the non NHS work. So they charged me £50 (BAC). But after 2 days received a text message from the surgery that we do non NHS work only for those who are registered with the surgery for at least 3 years. I tried to contact 2 health visitors as well
One health visitor said over the phone we do not do any non NHS work
Second health visitor has been sent a text message as well email for the request of being a referee but she did not reply
Now I will try to contact my local pharmacist to act as a referee as he professionally engaged in terms of prescribed and non prescribed medicine
Questions are
1-Can a pharmacist act as a referee?
2- If, for example, pharmacist is not ready to act as referee then what is the next option as applicant is only 9 months old.

Will you please double check my final list of documents for MN1 application
1- Child birth certificate
Above document is enough to prove the following
(i) Proof of father's parental responsibility
(ii) Proof of Mother's Parental responsibility
(iii) Child is born in UK
2- BRP (ILR) of father
3- Marriage Certificate
4- Two referees declaration
5- Scanned copy of Applicant's photograph (backside) to demonstrate that applicant name and DOB has been written by the referees
6- Letter of consent (Father and mother)
7- Cover Letter
Please let me know if anything is missing
I am ready to pay for application (today or tomorrow) as soon as I get your respnse

Thanks @CULLINAN for your priceless help and support for my child's MN1 application. You are always been helpful. Application has been successful and i received citizenship certificate of my child yesterday (10/02/2021).
