Hi, my sister’s and mother’s visit visa was refused 4 years ago on the grounds that they won’t return to home country as they don’t have a job or any other ties to country that the HO was confident about. They said not to re apply till circumstances have changed. My sister now owns a land (unbuilt property) but is still not employed. My mother has a savings account to show for her financial stability and pension that she recieves after her husband’s death.
I am wondering if the ownership of property increases their chances for getting a visa now?

Yes it does but significance of an undeveloped piece of land solely for the convincing quite low compared with being employed/running a business, married with child or children (who will not accompany her on the journey) etc

Yes I understand the importance of other factors too. The property is under a development society only that a house hasn’t been built on it yet, she will have to get it built later or do whatever she decides with the property but all expenses etc for the plot itself have been paid and is inside a renowned building society. Does that make a difference? They both will be travelling together. But yes my sister isn’t employed or married. Is it worth applying for their visas again as one of the circumstances has changed as being no reasons showing their ties to the home country. She has secured the property as inheritance and gas just been transferred in her name as a joint owner with my other sister who is married and has a family and kids.
What are the chances of visa being issued after previously being refused with the new changed circumstance?

Hello
To be honest, I don't see a major change of circumstances here. If anything, it got worse. With the passing of your father, your mother have even less ties to her country.
Same for your sister. Buying a piece of undeveloped land is not going to act like a massive reason to come back just to be reunited with that land again.
Once you get a refusal as "non genuine visitor", it's very hard to bounce back from it. And 4 years ago, would be the same thing as last week. Years passing aren't going to change the position of the Home Office. I have seen people who applied 10 years+ apart and still got a refusal because their conditions were more or less the same.
A big change for your sister would be: she is now married, she has children and she is travelling without her husband and children. That's more like a change.
