UK citizen want to bring his parents to UK

I am posting on behalf of friend of mine, he is British and he want to bring his parents ( father and Mather ) to UK. The details are below :
He is British citizen ( by nutrazation , originally Syrian , arrived UK years ago seeking asylum then indefinite leave to remain then British citizen recently) he is working full times with over 25k per year as salary .
His parents( father and mother ) : both of them are / Syrian citizen and never seek asylum in any country , over 70 years old , living in UAE for the last 25 years / , the father is thatcher at the university and the mother is house wife .
Basically the parents are retired now therefore they can’t stay anymore in UAE as the father’s contract come to end with the university , which it’s mean they have to go back to Syria , but due to the bad circumstances in Syria the son wants to bring them to UK .
The questions are :
1- can he bring them to UK? If yes then what kind of visa he need to apply for them ?
2- what’s the requirements for this visa , and how long they can stay in UK ?
3- can this visa lead in the future for settlement?

Note : he have one brother live in Netherland and one sister married and live in UAE .

Thank you for the swift reply, but please note that the parents are Syrian citizens , which it’s very very hard for them to get this kind of visa .
My friend was thinking if there is any kind of visa ( like invitation) were he can apply fir them from the UK and then when it’s approved from the HO he we’ll send them the invitation to the embassy in UAE.

Thank you , but that dosnt answer the question if he can send then invitation from UK ? Or if there is application for family reunion?

He is not an asylum seeker anymore so cant apply in family reunion visa category.

Only way they can come here is visitor visa which is very hard to get.
