How to renew child passport

This question is for my relatives:

22 years old son wants to apply for his first adult passport.

He already have British passport but that got expired 5 years ago and nobody bothered to renew it since then.

What documents would be required to renew his child British passport to fresh adult passport?

Also how long it takes during Cov-19 time to get one?
