Stamp Duty Waiver Eligibility

Hi
We are on Tier 2 General Visa with two more years pending .
We are planning to buy a property.
Wanted to check whether the stamp duty waiver which is available for us will be considered as access to public fund .
As of now there is stamp duty waiver until 31st March .
Do not want to end up in trouble.
Could any of the moderators comment pls.
