I didn't have much travel throughout 10 years. Only traveled 2 times out of country 35 days each. So total of o 70 to 75 days total absence. May be I am currently on Tier 1 Entrepreneur that's why they are taking long but who knows ????

If you have compassionate/compelling reasons like medical emergency etc, you can write to HO and request for expedition. You will have to submit documents as evidence. HO may expedite your case at discretion then.

Close, but not quite. It was 85 days on average and now, Set LR 15th August onwards applicants are averaging 94 days (date of application to date of decision).

Now, here's my theory (speculation but based on deduction and statistics). The number of Set LR applicants is significantly higher for the end of August, hence it's not the Home Office taking it easy that is slowing it down per se, but just the higher volume of applications with the same amount of resources to process the applications. I think so because:

• A lot of people applying for Set LR in 2020 would have entered the country on a Tier 4 visa initially (in 2010).
• Proportion of students in September intakes is significantly higher than January intakes (and hence more people initially first entering the country in August/September 2010.
• Tier 4 visas were issued with a start date of no greater than 1 month before the start date of the course/CAS. Which means most Tier 4 visas would have had a start date in the last week of August 2010 (given that universities normally start in the 3/4th week of September.
• Two things specifically make the number of applications for Set LR higher in the last week of August. First being people entering at or near the start date of their initial Tier 4 visa and applying only after they have completed 10 years of lawful residence. The second being people who entered just before the start of their courses (3/4th week of September 2010) but made use of the 28 day concession for ILR applications, allowing them to apply in the last week of August 2020.

What does a “complex” application look like?

I’ve personally had 2 different companies sponsor my Tier 2 PBS visa, no dependents, no gap in employment, I have traveled quiet a bit for both business reasons and personal (but never exceeded the requirements). I also had a reduction in pay due to Covid, but my salary variance was also stated in my letter from my employer that this was due to company hardship and not on my performance and that my reduced salary was above the salary required for my ILR. Does this make my case complex? Would this mean I’m expected to wait longer for an answer?

Thats some good analysis and inference.
However, it may still include a factor of slowdown as I see fewer people receiving decisions now compared to October. This is again purely going by the number of people posting on this forum's timeline.
And I remember some nervous looking students flying with with me back in 2010

I was getting worried that I uploaded and didn't submit correctly. I get paranoid and worried when I see ILR Set (O) Nov applicants getting answers when mine is still pending. I do hope it is any day now that I hear back....

It really doesn't make me feel better, I would hope that there was some sort of chronological order being followed or at least a status update so we are all not just sitting here in the dark letting our anxiety get the best of us!

But from what I can see, it seems like it takes longer for people who changed their employer in the past 5 years. I am not sure if this is definitely the case, but most people who are not getting quick decision mentioned they had changed employers before. There may be other reasons as well.

Afraid not. My BRP expired 28th Oct and applied on 01st Oct (bios in Oct) and still waiting. Nobody knows what the cause of some getting quicker decisions and others waiting for ever is.

HO is definitely tackling June and July SET (M) applications at the moment. My tuppence worth is that applications will be considered in chronological order after those are cleared.

Gosh! This is all just so frustrating. There is no rhyme or reason to decisions. No way to plan anything. I wanted to go home to see my family for Christmas, that's not happening. I am always waiting to start a new position and my new employer is getting impatient and I am afraid I might lose the new position because of this uncertain wait time. My solicitor said 3-4 weeks from biometrics have been the normal response rate for cases like mine, but now I am sitting at 5 weeks wondering what is wrong with my case that it is taking longer?

I feel the same, my BPR is expiring in 11/2021....and I feel like I am the back the of queue because no urgency because my visa is still valid to work for my current employer...

Actually I have been thinking the same. Its either one case worker or a single decision location where most cases are stuck. The other thing I have mulled over is the applications we are aware of. HO data suggests they get about 5-6k applications per quarter for ILR via the Tier 2 route. This suggests about 2k every month. Our dataset is not even a tenth of that. So the real story might be the opposite of what we think i.e. one case worker or location making quick decisions while most waiting the full period.
