Priority service is not available at the moment. It is suspended. Note also that as you have no legal status, even if priority was available, it is highly unlikely you would get a quick decision. Priority is generally for straightforward cases. Your case is not straightforward.

The route you are on doest not require passing English language test.
However if after getting FLR (FP) you want to convert/switch to FLR(M) you will need to mee English and Financial requirements.

EX.1. – General
Where an applicant in the UK does not fall to be granted on a 5-year route as a
partner or parent because certain eligibility - financial, accommodation, English
language or immigration status - requirements are not met, they may still fall for a
grant of leave on a 10-year route if EX.1. applies.

It remains suspended and no one here as far as I know is part of HO decision making board that can tell you when this service will be resumed. We are all waiting for the information and be assured it will be posted on the forum when it comes through.

You will either have to withdraw the existing application or vary the existing application over new application as both applications can't run concurrently.

From hindsight, a new application fulfilling all paramount criteria yield quicker results because of being considered on its own new merit comparing to appeal which lacks this.

Hello everyone I received good news from home office.I submitt appeal and then my solicter send reconsidetion application to home office to consider their decision and then home office send me this letter yesterday.
I am writing with regard the above name who has an outstanding appeal before the first tier terbinul .
This matter has been reviewed ahead of the scheduled hearing.
The review has considered'
The ground of appeal
The evidence submitted
Any material changes since the date of the decision under appeal
In the light of review it has been concluded that the decision to refuse is no longer appropriate and the immigration decision is therefore withdrawn.it is anticipated that leave will be granted under gen 3.2 of appendix fm.subject to any further checks that are required and the applicant providing any document requested.
It is requested that hmcts accepts the decision as withdrawn and vacates the appeal hearing
Yours faithfully
What does that mean to me did I got visa now can I tell my family that I got visa.
One more thing how long it will take to complete the procedure.thanks

It means you will get visa on satisfactory presentation of documents they are likely going to ask of you.

Can not say how long it can take depending on how and if they request documents from you and how fast they go about it.
Congratulations in advance.

Yours to decide on informing family or not. Embassies and high commissions do advice not to make final travel arrangements till visa and other pertinent things are clear. You still know not how long the process will take.

Reversal of decision do happen but not most often rather very rarely. But despite upon achieving approval, on many occasions, there can be a strenuous ordeal in actually receiving the leave within reasonable timeframe. I hope you would shortly receive your leave. Just stay optimistic.
