IHS Refund for less granted leave

Hi,

I have made Tier 2 general partner visa upto 3 years in MAR 2016 in India.
I paid IHS fee for 3 years (Rs 14000 * 3 = RS 42,000) and I was given the visa for less than 2 years (March 2016 - DEC 2017)
Agian I went to extension in 2017 but I didnt get the refund.
Now I emailed to ihsrefunds@homeoffice.gov.uk.
I didnt get any response.
How should I get refund?
Please suggest.
