Cooling off period

Dear Members,

I was in ICT Tier-2 visa for 5 years and left UK in Sep 2020.
I want to apply new Skilled Worker visa now, will the cooling off period still applicable as per the new rule?

It should not as far as I am aware. Cannot see a cool-off specification in the below
