after COA PERMISSION REFUSED

GOOD EVENING ALL,
i need some information about immigration matter ,i came this country in 2006 as a student visa after i applied post study visa in 2008 which approved by home office. later 2011 i applied tier-1 general visa, and its approved by home office and after five years i applied ilr visa on base of tier-1 general. but in year 2010-11 i have one tax amendment which i clear before applied my ilr. i switch my ilr on base of 10 years because that time i haven't any reply from home office. in year 2019 my visa was refused on base of tax amendment, which i explain in FIRST TIER TRIBUNALS but my ftt was refused and i went in utt and same thing happened again upper tier tribunal refused my visa with same amendment reason , so i went to court of appeal for permission. yesterday my court of appeal refused my permission .

Now i do have my right to work, i dont have family life i am single , my all tax paid no any due taxes.
my question is court of appeal give me 14 days time to apply another application so which application i can apply,

i am living in uk nearly 14 years continue without break any laws, i paid my all bills no any criminals records..
please any one advice my on which application is best for me... i am live lawfully this country nearly 14 years but i m single. flrfp/ flrlr , flr hro ..

i don't know any information please help me please.

u applied ilr based on 5 years in 2015, n your visa refused in 2019

does't make sense decision after 4 years? delay 4 years plus
