PBS Visa Delay notice - Query

Hi Team,

I applied for PBS Skilled worker visa during december 2020 and had my bio-metric on first week of February 2021.
I received a email last week saying "UKVI Delay Notice" that it would take 8 weeks or more to make a decision on my case due to COVID.

1. How long it would take for the decision and BRP card? Will it actually take 8 weeks or more?
2. Meanwhile, my wife who had applied as my dependent along with me is likely to get an offer from a company. Hence wanted to check what would be the right to work status in this tenure. How can we justify this to the HR to get the offer?

Please help me with any information on the above.
