20 year route solicitor fees

Just had my mum's biometric card come through. The solicitor is asking for £1500 fees. It seems a bit high for me for such a case. Anyone has experience on similar applications? How much did you guys pay to solicitor ?

If you applied through a solicitor then I think you agreed to pay him fees for whole process before application.??????
