Submit documents for British Citizzenship

Hello guys, I have a question. I have prepared 2 referees that I will use for my application. Both of them are British, however one of them has no Brittish passport and I was wondering whether I could still use this person as a referee, even though he has no passport but is British.Would really appreciate if someone can advise me!

Only 1 of your referee has to be a British Passport holder. The other one can be a "Professional".

A driving licence and birth certificate is not a proof of British Citizenship. I am not saying he is not British. British Passport is only a travel document anyways. It is not proof of British Citizenship either but only a British Citizen can get a British Passport. But, I would advise either you get the proof of British Citizenship or ask someone else.
Or you can simply clarify in the cover letter that he is British but does not have a British Passport. If HO accepts its fine, otherwise they will write to arrange someone else.

Hey guys, I just submitted my application and paid for it, however I am not sure where exactly I should upload the documents. I have applied for Citizenship based on EU Settlement Scheme. Would really appreciate if someone helps me!
