Application at VFS Centre in India

My friend who is currently living in UK on a different category, is going to apply for student visa at Delhi, India (VFS Centre). It is mentioned on VFS website that it is expected that the candidate would apply at the nearest VFS Centre (near to his place of residence). He is originally from Kolkata.

Since he is residing in Uk for few years and does not reside in Kolkata, is it ok for him to apply at Delhi VFS Centre instead of Kolkata VFS Centre? Could Delhi VFS return his application on the ground of not applying from Kolkata?

Please (someone who has applied from India) advice.

yes my understanding is he can apply from deli vfs centre...
why not you confirmed from vfs centre deli..just ring them and ask them
I would be best idea to ring and confirm from them
