from Guide AN:
Just because you were given indefinite leave to remain does not mean that we will
automatically disregard the time you were in breach of immigration laws during the
residential qualifying period. Any immigration offences will also be considered as part of
the good character requirement. This includes immigration breaches in the 10 year
period before you apply for naturalisation – see the section on good character.
This is why in the refusal letter the HO said that "it is open to you to reapply for citizenship at any time but any application made before July 2020 is unlikely to succeed". From your post your breach of the immigration rules ended in 2010. Read Guide AN carefully, especially the Good Character section.
