EC application in Canada

I'm a foreign national working in Canada - been here since last year and have a work permit valid until 2007. I have an address here, bank account, health care, pay my tax here, etc., but I'm not a Canadian citizen.

Am I eligible to apply for EC through the UK embassy in Ottawa?

Also, the entry date for EC: Do I have to enter ON OR BEFORE that date, or can I enter AFTER that date without any problem?

You can apply without any problem, because you have resident visa in Canada.
You can enter AFTER you will get your EC!
