Life in UK test

Does my autistic 18 year old brother need to do the life in Uk test and English test for naturalisation. Also he was born in UK but to non British parents.

You could probably have registered him before he turned 18 then he wouldn't have had to do the tests in the first place.
There is a possibility to apply for an exemption: https://www.gov.uk/government/publicati ... -condition
What status did parents hold when he was born?
