Moving back to UK from Republic of Ireland

This question is for my uncle.

He is British Citizen living in Republic of Ireland. His Spouse is Pakistani Citizen and living in Republic of Ireland with him on a EU Spouse visa issued by Republic of Ireland.

Question is:

Can he move back to UK with his wife without applying UK entry clearance or does he need entry clearance spouse visa to UK?

Can he still use Surinder Singh Route or not?

Yes, He has been living with his wife since August 2019.

Yes, He has been living with his wife since August 2019.
Please advise how to enter UK with British spouse if Stamp 4 is granted in Republic of Ireland today on the basis of British spouse working in Ireland.

Will non-EU citizens who hold valid Stamp 4 EU FAM status in Ireland due to being a spouse of a UK citizen still be able to travel to the UK visa free with the UK spouse?

I am soo confused.

Question is:

Can British citizen spouse who hood Irish stamp 4 EU family permit valid for 5 years enter UK without applying for entry clearance and apply under surinder singh route before March 2022?

I doubt it will be visa-free.

If they are a visa national, they can apply for an EUSS Family Permit.
