Is a baby born in Eire to EU citizen Irish by birth?

Hi all,
I'd appreciate it if anyone could weigh in on the following situation:
A friend with a Latvian passport, resident in Ireland since 2006, had a baby. They insist that the baby is an Irish citizen without a need to apply for naturalisation on their behalf. When asked how they can prove their residence, they say they have an original of the letter confirming their PPSN was issued with the date printed on it. Would that evidence satisfy the passport service that the baby was born an Irish citizen, or should they enclose any other documents when applying for the baby's passport? Or is that premise completely wrong, and an application for naturalisation is in order?

Ok hope i can help. If you were born in Ireland before 2005, you have the automatic right to citizenship. After 2005, that right depends on if one or both parents was an Irish citizen (born or naturalised) or if one or both parents were legally resident in the state for at least 3 out of the last 4 years prior to the birth ( legal residency = reckon able residence) so basically if you were 3 years in on a legal path to Irish Citizenship and you gave birth? your child has automatic rights to citizenship. Based on this i believe your friends child is an automatic Irish citizen and to apply for an Irish passport for the child they would need to sign a declaration of state residency and any document to prove they have been resident in Ireland for at least 3 years before the child's birth. Any government document will do, tax documents, P60, bank statement or a letter from social welfare.
