One more question....Can he apply during 3 weeks holiday time in Pakistan (Outside UK). His all paper work is ready.

He does not apply at all, his spouse applies. He does not apply, he does not need a visa. Obviously the application has to be submitted after marriage and since everything is done online, he can return to the UK and fill in the forms for his spouse from there (carefully check that he doesn't get any details wrong!) but as far as I know, the application and IHS fees have to be paid from the country of application. And of course, the spouse's passport has to be submitted there.
What they absolutely cannot do is travelling to the UK together after getting married (on an existing visit visa, for example) and submit the spouse visa application from within the UK. That will just end in tears, cost a lot of money and in all likelihood the spouse will have to return to their country of origin and apply from there in the end.
Was the someone he spoke to a qualified immigration adviser or just someone whose cousin's friend's hair dresser heard that somebody did that?
