I contested this by sending a response, quoting from Team 6 (provided by them when I inquired a week before submitting my application) that states "Since arriving to Ireland, if you resided in another country for any period for more than 6 months then an original Criminal Reference Certificate can be submitted." I haven't resided in another country for more than 6 months since arriving in Ireland. No response received after that. (Update: Was sent a letter that I never received, dated 08/07/2020, stating I am no longer required to submit the Police Clearance Certificate - got this information when I requested for FoI).

Some background:

I applied for an FOI which I received back August 2021. I then got a solicitor to send a warning letter at the beginning of November 2021 to the department. 2 days later they replied and said that a decision will be issued in the next 12 weeks.

I personally think the warning letter helped.
