New baby registration

Hello
We are trying to register a new baby born in Ireland a month ago.
We were told at the maternity hospital that we must submit the form by post.
Registrations are currently processed in 2-3 months.
I came across this article which indicates that some people are taking appointment to register directly their babies at the civil registration office.

Anyone has registered their baby at the civil registration office recently and do we have to submit the registration form by post?
