Work permit to HSMP -- FLR(IED)?

Hello,

I'm presently on a work permit which is valid until August 2006. I am hoping to start a new job soon with a different employer on HSMP status (crossed fingers that the HSMP is approved!). Do I need to apply for the FLR(IED)? If so, can I begin work while the FLR(IED) is being considered? I believe I read that this was possible, but maybe only for new work permits, not HSMP.
