PSW Twice for two different degrees

I am asking for a family friend, will really appreciate the input.

If someone gets granted PSW after successful completion of his Master Degree on TIER 4 Student visa. As he switches to PSW, the person gets an offer for Phd for which he requires a new TIER 4.
My question is, will that person be eligible for PSW after completion of his Phd ?

No. Appendix Graduate, paragraph GR 1.4, says:

The applicant must not have been previously granted permission [...] as a Graduate.

"Graduate" means someone who has been granted permission under the Graduiate route, which you are calling "PSW". See paragraph 6.2 of the Immigration Rules:

Will someone who has already had rights to remain under Post Study Work visa (discontinued after 2012) upon the completion of a BSc about 10 years ago, be qualify to apply under the Graduate route for another two years if he completes a MSc in 2022 in the UK ?

Yes. The "real" PSW is not the same as the Graduate.

Please read my answer again.

Paragraph GR 1.4 of Appendix Graduate lists the types of previous permission which prevent you from applying as a Graduate, and paragraph 6.2 of the Immigration Rules explains what "Graduate" means in this context. Links to both in my answer.
