CR001 already give you a good information. Submitting the WRONG English test has been known to be the most common reasons for refusal of a spouse visa. It is either the English test is from the approved list which in this case IELTS is part of and if you submit EIKEN foundation certificate even if it was administered by IELTS, you can be refused. The IELTS for UKVI administered by Eiken foundation of Japan is a paper-based test. If you would like to take the Computer-Delivered IELTS for UKVI, please apply from the British Council.
It would seem the UK government have agreed to use eiken in Japan to do UKVI test for the visa.
If EIKEN is not a degree, there’s no point contacting ETTIS as you either need a degree taught in English at least.
Ecctis is for assessing degrees, ie bachelor, masters or PhD for visa purposes, as clearly stated on their website. The service is not for assessing a single test taken.

Before I book the test, I wanted to ask...if it ok to book this test before I have completed my wife's Visa? I have completed it online, but have not submitted it/applied for it yet ( I will not be applying until June )
The test center is asking for her full name and passport number/ date of birth to match the application...but I've not submitted it yet, so was just wondering.

You are suppose to take the test BEFORE you apply for the visa. They are two separate things.
