That timeline is between when the application is submitted and when the application is processed. Here online on this page at the top it still says 9-10 weeks, but further down it says 5-6 weeks. This was on the Dublin renewals page though, and there's no information on the page for outside of Dublin so I thought possibly they were taking different times.
