Applying for Spouse Visa from Qatar ?

Hi,

If the spouse is in Qatar as a PhD student, and the passport status is Permanent Residence can she apply for spouse from there or must she return to her home country to apply for spouse visa ?

Because as I recall in an email from Irish Embassy in Malaysia, a person can only apply for a visa from a country where he is a permanent resident.

Can someone confirm if this is applicable in this situation.

Long-term visas are for residents. Not citizens.
So yes if this person currently lives in Qatar as a full-time student, this person is considered a resident in Qatar, and should apply for a visa from the embassy in Qatar.
