deported brought back but cant work or get any helpm

Hi i have posted before
My friend was deported to cuba last month and Cuba refused him entry becuase he had been out the country without permission for more than 11month so he was brought back to the uk within 5 hours of landing in Cuba
he was detained for a month and now he has been released he has some papers to say that he is here in case he gets questioned by police ect but he is not getting any benefits or assistance and he is not able to work ( he want to but dose not have permission ect ) he has no money and is at the moment relying on friends help ect but this wont last he has a solictor who is looking into getting him ilr under a special case but this is cos we have all clubed together to do this for him
what is the best thing for him to do so that he can work or get some financial assistance
