Spouse Visa - Moving to the UK

My wife (British citizen) and me (non-EU) were looking at the spouse visa.

We have been living together for 5 years in Ireland and we got married a year ago.

Would it be possible to apply for the spouse visa from both outside the UK (without my wife going back to the UK)? Would it be enough to meet the financial the requirements with her and my savings? Or does she must be in the UK for 6 months earning more than 18,600?
