Can Company Director Brother get Tier 2 Skilled Worker Visa

We are a packaging company LTD
Would like to apply for Tier 2 Skilled Worker sponsorship license
what are the requirements please?
I have little complex situation
Please advise what the best to do in following situations

1 Shall we need to assign a applicant when we apply Sponsor license or shall we get license first then assign COS?
2. Company Director Brother is on Tier4 student in BA Marketing first year can we get
COS for him, or will it come as genuineness issue, and is it easy to switch from Tier 4 to Tier 2 Skilled worker visa?
3- If we nominate Authorizing office of a senior employee rather than director then is it possible to employee Company director brother easily.

4- Does Wife Neice (brother daughter ) comes in close relative or home office relative category?

You cannot sponsor family for a skilled worker visa. It defeats the whole objective of the visa route.

You should also check the rules regarding a tier 4 visa holder being allowed to be a company director.

Sponsor licence application refused because home office wrongly said that reqested documents not submitted intime

But it was submitted one day b4 deadline
