Travel to india without indian passport for a child

Hi All,
I am currently living in UK and I have a situation where my wife and child need to permanently move to India and it's urgent. I have a 2-month-old child and I have got her Indian birth registration certificate.
I have applied for an Indian passport but the appointment date is after 45 days. As they need to travel to India urgently what are my options?
1. Is there any way to get tatkal/emergency appointments for passport? I have sent an email to HCI London but have not received any response
2. Can my child travel to India without an Indian passport with an Indian birth registration certificate?
3. Can I get any other travel documents for my child?

You could try calling 02078359147 between 10:00-17:00 hours on working days, to book emergency appointment, they would ask you for documentation with regards ro emergency and give you an urgent appointment.

I must admit it's difficult to get to them.
