Not heard from home office after successful appeal

Hi, my parents visa on EEA route was originally refused but after successful appeal here in UK we have haven't heard from Home office yet. I was under the impression that home office would call us or instruct Pakistan embassy to contact my parents to grant visa but nothing happened since the approval back in December.

So its been almost 3 months waiting for home office, is there any way to contact them? Looks like i need to contact appeal implementation unit but i dont have their contact details.
