Spouse visa delays? And question about leaving country on spouse visa

I have heard from a few people that spouse visas are delayed and the Home Office is behind on applications. What are you experiences at the moment?
Second, if a person arrives on a spouse visa, can they leave the country for a few weeks within months of arriving into the UK? Can they take 1 month a year to go abroad?

Mostly Applicants who applied after 10 December are still waiting for decision and contacting UKVI about their application status....
