ILR DUE BUT BRP LOST

Hi

My cousin is on Spouse visa and he will complete 5 years qualifying period for ILR on 19.03.2022.But he lost his BRP card in January 2022 and applied for a replacement BRP card .He is still waiting for replacement BRP card .

Question:

1- Can he make ILR application while he do not have new BRP card ?

2- Will it be a variation of application ?

BRP replacement is NOT an immigration application. She can apply without a BRP
