If you do have a permanent abode in UK, then you could apply for family visitor visa for him, if not regular tourist visa would do.

WP-> HSMP-> Tier 2G D-> ILR-> BC-> OCI

I would advise against applying for a visitor visa for your husband if he had ILR before.

He may be better off applying for a Returning Resident visa if he is planning to return to the UK for the long-term. It may take longer than a visitor visa, but it will allow him to return back to the UK as an ILR holder.

Hi,
My situation is quite same, I have ILR, I left UK in 2019, I am living in India from last 3 years, so I want to visit UK with my friend for a short term (1 month).
Should I apply for a tourist visa? If I apply do I get it?
Tourist visa costs just £80 while Returning resident visa costs £550.
I have no plan to settle in UK.
Please advise.

If you want to resettle in the UK, then I agree with @secret.simon. Apply for a returning residents visa. Else, an opportunity to resettle may be lost. Returning as a visitor would automatically fail the returning residents requirements.
