ILR for PBS Depandant

I am British citizen through T1 entrepreneur category , my wife is still on PBS dependent leave to remain.

she came to UK in Jan 2017 on PBS dependent visa

1- Can you please share the link where she can apply her ILR ?
2-Can she apply her British citizenship straightaway after getting her ILR ?

I just filled up the form, there is no requirement for the cohabition documents in the checklist. Do you think i should just upload it anyway ?
