ILR vignette to BRP

Hi
Posting here for a friend who is on ILR for 11 years but on ILR vignette and since getting their ILR their pp got renewed. He recently learned that in order to work in UK he needs to get ILR vignette transferred into BRP on a renewed pp.

He recently was offered an employment and was told he needs to get BRP on renewed pp.

Can anyone help with
1. Which application form to use
2. It's there a priority or support priority service for this to get quicker decision?
