spouse visa extension

Hello I hope I am posting in the right place. My wife has a spouse visa which will require renewing soon.
All the criteria is matched however my wife got fined as she was home, there was a very bad gale the fence blew down and the dog got out. Unfortunately it bit someone (only a nip but still a bite) As she was the person at home she got the fine. The dog was assessed (a border collie) and was found not to be dangerous.
How will this fine affect the application as I know there is a good character requirement? She has never been in trouble here or in her own country with the police.

According to guideance the following below *may* be a reason for a refusal (not 100%)

"An applicant has a bad CRIMINAL HISTORY"

Add the incident in your cover letter? It may be upon the case workers discretion

Perhaps, follow this up with a good reference?
Has your spouse attended any training courses, or can a professional or neighbour vouch for their good character?
Infact, can that very same neighbour sign a letter to say that there was a misunderstanding?

Hi thanks for the reply, we have a criminal check from her own country which shows she has never in her whole life been in trouble. This was not a deliberate criminal act, it was an accident, the fence blew down and the dog was scared (it really was a bad gale!). Had I been home it would have been me in trouble. Is it worth explaining this?
