Utility Bill Scorecard

Hi folks, 2 small questions regarding the new scorecard approach:

1) Are utility bills with 2 names accepted?
2) I assume so because there's no way of reaching that many points otherwise, but does each individual bill add 10 points?

To clarify this question, let's say a person has 6 gas bills and 6 electricity bills in their name, would that count as 20 or 120 points?
