Visit visa to UK later start date

Hi all,
I applied visit visa for my in-laws and I used to priority visa service. I got the visa in the last week of April but the visa start date is 2 months later (start from 31/5).
Has this ever happened to anyone before?

1. Can I make a claim against UKVI?
2. If yes, then how?
3. It's it possible they will make it difficult for me in future based in this claim?

Had you already booked flights for them for an earlier day?

Had the applicant stated in the application when they would like to travel to the UK?
