Hello Everyone,
I hold indefinite leave to remain in the UK. I got married 2 weeks ago and my wife needs to come in the UK.
I received marriage certificate as a proof.
Need to ask the following question:
1. What is the visa fees?
2. Does my wife needs to give English language test? (She has 10+ years of experience) . She has a bachelor's degree.
3. For financial proof: I need to show £18,500 in UK bank statement?
Thank you for your time.

Minimum A 1 test or ecctis assessment on a foreign degree.
Meeting the English language requirement is mandatory if not from one of the exempt countries.

Which country is wife coming from? If not exempted you have the option of applying for ECCTIS or doing the English test.

You can only book the appointment for biometrics once you have submitted the online application.

You can only book the appointment for biometrics once you have submitted the online application.
1. If I submit the application, do i book the appointment on the home office website or it will be on VFS website?
2. Once the application is submitted, In how many days do I have to book the appointment? I am still waiting for the letter from ECCTIS for English proficiency .
3. Once the appointment is booked and money is paid, can I change the appointment date for free of charge?

You will be redirected to where to make appointment booking.
Appointment can be changed though you have to cancel the existing one before being able to view other available appointments.

For financial requirement:
1. Can anyone advise if the following is sufficient
a. 6 months payslip
b. Letter from the employer stating my salary and other content as mentioned on the home office website.
c. Bank statement with amount more than £20k
Is there anything else I will need to show?

Yes and 6 months statements of account to back it up.
b. Letter from the employer stating my salary and other content as mentioned on the home office website.
yes!
c. Bank statement with amount more than £20k
Amount in account doesn't matter if you meet the salary requirement. Bank statements are still needed though.

Have you read the link by CR001? If someone takes their time to send you a link, the least you can do is read it.

For the partner visa: there is a section about other residents at this property:
I am living in the shared accomodation and once my wife is in the UK, I will move to a separate accomodation.
Since I am living in the shared apartment, it's impossible to ask for passport and date of birth information from the other flatmates. What should I answer this question? Shall I say only i live in this apartment? Or I should put additional people name and say Not Known in passport number and keep date of birth empty?

Not sure your flatmates would give you their personal data. You can say you live in a one room but a shared apartment.
You don't need to have 10 rooms. They just need to know that your dependant would have a place to live.
Some people live in a family house. Some have kids already and a spouse is also joining from abroad. The form isn't specific to you only. It only tries to cover all scenarios.
You're overthinking it!

If you have your own exclusive bedroom that is large enough for you and your wife, then I think it should be
okay.
