Can a homemaker be availed Stamp 5

Hi folks.

One of the requirements of the Stamp 5 form states:

Please provide at least one of the following
[] Evidence from Department of Revenue (P60s, P45s)
[] Evidence from Department of Social Protection (Receipt of state benefits, including state pension)

Does this mean a person that's not employed during those years or receiving state benefits can't avail a Stamp 5? (even if they have other proofs like bank statements, bills, etc?)

Another interpretation could be that tax return documents are allowed as "Evidence from Department of Revenue" even if they're not listed, which a married person will also get to their name. Maybe that could work?

To answer correctly, we need to know more details, this is the list of requirements for example:"
You are eligible to apply when you meet all of the qualifying criteria listed below:

1 You have completed 8 years (96 months) legal residency in Ireland under the appropriate permission which will be reflected by Immigration stamps in your passport, and

2 You are of good character and have not come to the adverse attention of An Garda Síochána (Irish Police), or become an undue burden on the State, and

3 You are currently legally residing within Ireland when you apply for a Stamp 5 endorsement, which is reflected by an Immigration stamp in your passport, or your current IRP card, and

You have abided by the conditions of your previous permissions to remain in Ireland.

Then those stamps are only counted:
Stamp 1
Stamp 1G
Stamp 3
Stamp 4 (stamp 4eufam is not!)
Stamp 4S

Oh yeah, I meant specifically that point that was listed as mandatory. This would be assuming all other criteria are met.
