French immigration - Marriage or PACS

Hi everybody

I am french and i am thinking of asking my american boyfriend to come to France with me.

These are the steps i could define reading different blogs and websites:

We would get married or sign a civil union (for same sex or different sex in France)
He would get a long stay visa
He would get a Carte de Sejour Vie Privee et Familiale.

Would he have the right to work? If yes when? After the long stay visa obtention or after the Carte de sejour?
Or does he need a work permit also???
