Travelling to UK while awaiting SWV

Hi my wife a Spanish citizen has a job offer from a uni in the UK. She's still waiting to even apply for the Skilled worker visa as been waiting for the CoS for 2 weeks from her uni. We have flights booked and an apartment starting at the end of July.

If she applies for the SWV from Spain and doesnt have an answer by our travel date, can she travel as a tourist and await the result of the visa from the UK? She is prepared to leave the UK and reenter when the SWV is ready.

It would take about 6-8 weeks to get a decision for SWV.
